Photo credit, Reana Kovalcik.<\/em><\/figcaption><\/figure><\/div>\n\n\n\n<p>Local and regional food economy entrepreneurs and organizations received some long-awaited news earlier in March \u2013 the U.S. Department of Agriculture\u2019s (USDA) Agricultural Marketing Service (AMS) finally released the <a href=\"https:\/\/www.ams.usda.gov\/sites\/default\/files\/media\/2020_RFSP_RFA.pdf\">Request for <\/a><a rel=\"noreferrer noopener\" aria-label=\"Applications (opens in a new tab)\" href=\"https:\/\/www.ams.usda.gov\/sites\/default\/files\/media\/2020_RFSP_RFA.pdf\" target=\"_blank\">Applications<\/a> (RFA) for the <a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/www.ams.usda.gov\/services\/grants\/rfsp\" target=\"_blank\">Regional Food Systems Partnership<\/a> (RFSP) Program. RFSP is a new program that supports foodshed-level approaches to developing regional food economies. <\/p>\n\n\n\n<p>RFSP was created in the 2018 Farm Bill as part of the creation of <a href=\"https:\/\/sustainableagriculture.net\/blog\/2018-farm-bill-local-agriculture-market-program\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">the Local Agriculture Market Program<\/a> (LAMP). The partnership program concept was developed and championed by the National Sustainable Agriculture Coalition (NSAC) in concert with Senators Sherrod Brown (D-OH) and Susan Collins (R-ME) and Representatives Chellie Pingree (D-ME) and Jeff Fortenberry (R-NE), as part of our broader effort to expand opportunities for local and regional food systems in the 2018 Farm Bill. <\/p>\n\n\n\n<p>LAMP serves as an umbrella program that partially combines and streamlines the <a href=\"https:\/\/sustainableagriculture.net\/publications\/grassrootsguide\/local-food-systems-rural-development\/farmers-market-promotion-program\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">Farmers Market and Local Food Promotion Program<\/a> (FMLFPP) and <a href=\"https:\/\/sustainableagriculture.net\/publications\/grassrootsguide\/local-food-systems-rural-development\/value-added-producer-grants\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">Value-Added Producers Grant Program<\/a> (VAPG) while also creating the new RFSP program. &nbsp;In creating LAMP, Congress was able to ensure permanent, mandatory funding of $50 million per year across the three programs, including $5 million dedicated specifically for RFSP.<\/p>\n\n\n\n<p>For 2020, AMS <a href=\"https:\/\/www.ams.usda.gov\/content\/usda-announces-37-million-grants-available-local-and-regional-food-systems\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">announced<\/a> the availability of $10 million for RFSP grants.&nbsp; This includes $5 million in farm bill funding from last year as well, since there was a one-year implementation delay after passage of the new farm bill in order for USDA to stand up the new program. <\/p>\n\n\n\n<p><strong>The deadline to apply for the RFSP program is May 26, 2020 (extended from May 11, 2020 due to COVID-19) and all submissions must be done through <\/strong><a href=\"https:\/\/www.grants.gov\/web\/grants\/search-grants.html?keywords=farmers%20market%20local%20food%20promotion\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\"><strong>grants.gov.<\/strong><\/a><\/p>\n\n\n\n<p>AMS is hosting two webinars to help potential\napplicants understand the application process, review the program purpose,\neligibility, and basic requirements for the submission of an application. NSAC released <a href=\"https:\/\/sustainableagriculture.net\/our-work\/nsac-response-to-covid-19\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">this statement <\/a>on the response and is actively working with Congress and the Administration to ensure farmers and operators of local and regional food systems are included in any additional emergency response legislation. Those efforts include advocating for maximum flexibility in the grant process, including extending RFA deadlines, which thankfully USDA has granted. <\/p>\n\n\n\n<p>NSAC encourages potential applications to\nthink about how RFSP program funding can be utilized as an opportunity to\ndevelop and expand the kind of public-private partnerships that are going to be\nnecessary to rebuild and strengthen regional food systems disrupted by the\nCOVID-19 pandemic.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Program Details<\/strong><\/h3>\n\n\n\n<p>Administered by the USDA&#8217;s AMS, the RFSP program provides competitive grant funding to support multi-stakeholder partnerships and encourage \u201cfoodshed-level\u201d approaches to planning and developing local and regional food economies. <\/p>\n\n\n\n<p>The partnership program\u2019s focus on facilitating the development of public-private partnerships is conceptually based off of the largely successful <a href=\"https:\/\/sustainableagriculture.net\/publications\/grassrootsguide\/conservation-environment\/cooperative-conservation-partnership-initiative\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">Regional Conservation Partnership Program<\/a> (RCPP). The basic concept is to use federal resources to leverage private investment and encourage \u201cfood-shed\u201d level approaches to planning and developing regional food economies through the formation of multi-stakeholder partnerships and on-the-ground projects. The 2018 Farm Bill provides the new program with broad authority regarding the way in which a public-private partnership might facilitate the development of a local or regional food economy. <\/p>\n\n\n\n<p>RFSP is intended to broadly support the:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Development of business plans,\nfeasibility studies and strategies for local and regional marketing\nopportunities and local and regional food systems infrastructure development;<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Regional food system development\nand improved healthy food access through community collaboration and expansion\nof food hubs, mid-tier value chains, and other similar types of business\nventures; and <\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Economic opportunities for\nproducers and food businesses through job creation. <\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><em>What is a Region? <\/em><\/h3>\n\n\n\n<p>With a focus on regional food systems, the new program RFA does not actually define \u201cregion\u201d or \u201cregional\u201d. As <a href=\"http:\/\/sustainableagriculture.net\/wp-content\/uploads\/2019\/04\/NSAC-LAMP-Recommendations.pdf\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"recommended (opens in a new tab)\">recommended<\/a><a href=\"http:\/\/sustainableagriculture.net\/wp-content\/uploads\/2019\/04\/NSAC-LAMP-Recommendations.pdf\"> <\/a>by NSAC, the RFA allows for multi-state regions (i.e. New England), multi-county regions (i.e. \u201csouthern Illinois\u201d) and Major Metropolitan regions that may or may not encompass multiple states (i.e. Chicago, Denver, or Sacramento). Partnerships applying to the RFSP program are responsible for and empowered to determine the size and scope of the region appropriate for their project. The new program provides potential partnerships with broad authority to develop not only the geographic size and scope of the project, but the objectives, activities, and goals of a project as well. <\/p>\n\n\n\n<p>Partnerships are expected to:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Have a diversity of financial and technical resources and capabilities; <\/li><li>Have a demonstrated capacity to work collaboratively with public and private entities across sectors of the food and farm systems; and<\/li><li>Present innovative, sustainable and measurable approaches to achieving the project\u2019s\u2019 goals, and objectives. <\/li><\/ul>\n\n\n\n<p>The RFA also takes a flexible approach to the\nalignment of activities and project partners. Recognizing the complicated nature\nof food systems and the reality that some eligible entities involved in a\nproject may source some of their food and farm products from outside of the\ndefined region, such businesses are still allowed to participate in a RFSP program\nsupported project, but federal award funds must only support activities related\nto supply chain activities in the proposed region. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><em>Eligible\nApplicants<\/em><\/h3>\n\n\n\n<p>Being a partnership program, applicants must\nconsist of multiple entities and organizations. This program is not intended\nfor projects conducted by single organizations with several collaborators, but\nrather for multi-sector partnerships of organizations coming together on more\nor less equal footing to execute multi-faceted projects. A partnership is an\nagreement between one or more eligible entities and one more eligible partner. <\/p>\n\n\n\n<p>Partnerships that include \u201cLimited Resource Entities\u201d are strongly encouraged to apply. AMS defines \u201cLimited Resource Entities\u201d as any organization that provides technical assistance services to and engages historically underserved farmers and ranchers in addressing their needs. See USDA definition of <a href=\"https:\/\/www.nrcs.usda.gov\/wps\/portal\/nrcs\/detail\/national\/people\/outreach\/slbfr\/?cid=nrcsdev11_001040\">Historically Underserved <\/a><a href=\"https:\/\/www.nrcs.usda.gov\/wps\/portal\/nrcs\/detail\/national\/people\/outreach\/slbfr\/?cid=nrcsdev11_001040\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"Groups (opens in a new tab)\">Groups<\/a> for further information.<\/p>\n\n\n\n<p>Eligible Partners include: <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>State Agencies or Regional\nAuthorities<\/li><li>Philanthropic Corporations<\/li><li>Institutions of Higher Education<\/li><li>Commercial, Federal or Farm Credit\nSystem Lending Institutions<\/li><li>Private Corporations&nbsp; <\/li><\/ul>\n\n\n\n<p>Eligible Entities include:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Individual producers <\/li><li>Farmer or rancher cooperatives,\nproducer networks or associations<\/li><li>Majority-controlled producer based\nbusiness ventures<\/li><li>Food Councils (a.k.a food policy\ncouncil)<\/li><li>Community Supported Agriculture\nNetworks or Associations<\/li><li>Local Governments<\/li><li>Nonprofit Corporations<\/li><li>Public Benefit Corporations<\/li><li>Economic Development Corporations<\/li><li>Regional Farmers Market\nAuthorities <\/li><li>Tribal Governments<\/li><\/ul>\n\n\n\n<p>All applicants must be domestic entities\nowned, operated and located within the fifty U.S. States, the District of\nColumbia, Tribal Governments, the Commonwealth of Puerto Rico, the United\nStates Virgin Islands, Guam, American Samoa, and the Commonwealth of Northern\nMariana Islands. <\/p>\n\n\n\n<p>For more detailed information on eligible entities and partners please read the <a href=\"https:\/\/www.ams.usda.gov\/sites\/default\/files\/media\/2020_RFSP_RFA.pdf\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">FY 2020 RFA. <\/a><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><em>Project Details<\/em><\/h3>\n\n\n\n<p>The RFA allows for two types of projects: 1) Planning\nand Design projects and 2) Implementation and Expansion projects. <\/p>\n\n\n\n<p>Planning and Design projects are meant to\nsupport partnerships that are in the early stages of convening and planning for\nthe development of a robust local or regional food system. Planning and Design\nprojects are expected to last no longer than 24 months and start by September\n30, 2020. The minimum award amount for a Planning and Design project is\n$100,000 and the maximum is $250,000.<\/p>\n\n\n\n<p>Implementation and Expansion projects are\nmeant to support partnership building on prior or ongoing efforts within a\nlocal or regional food system. Implementation and Expansion project grants are\nnot intended for new emerging efforts to build a local food system where one\ndoes not exist, but rather to support regions with burgeoning local or regional\nfood economies that have the potential to scale up and expand with coordinated\npublic-private investments and activities. Implementation and Expansion\nprojects are expected to start on September 30, 2020 and last no longer that 36\nmonths. The minimum award amount for Implementation and Expansion projects is\n$250,000 and the maximum is $1,000,000.<\/p>\n\n\n\n<p>For more information on eligible and ineligible project activities for both types of projects please read <a href=\"https:\/\/www.ams.usda.gov\/sites\/default\/files\/media\/2020_RFSP_RFA.pdf\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">FY 2020 RFA. <\/a><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><em>Matching\nFund Requirements &amp; Priorities<\/em><\/h3>\n\n\n\n<p>As a program designed to use public investment\nto catalyze the development and expansion of local and regional food economies,\nRFSP grants require a non-federal cash match equal to 25 percent of the total\namount of federal funding provided. As a result, in-kind contributions do not\ncount towards the match; however, in-kind contributions do contribute to\npriority consideration during the administrative review portion of the\napplication process. <\/p>\n\n\n\n<p>Priority consideration during the\nadministrative review process is provided to applications:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>That leverage significant\nnon-federal financial and technical resources (including in-kind contributions);\n<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Cover an area that includes\ncommunities with concentrated poverty and provide opportunities for high impact\ninvestment; or<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Have a diverse set of project\npartners.<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Peer\nReview Panels<\/strong><\/h3>\n\n\n\n<p>Every year, USDA seeks members of the public to serve on their <a href=\"https:\/\/sustainableagriculture.net\/take-action\/advocacy-toolkit\/grant-reviewer\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">peer review grant panels<\/a>. The peer review panels help USDA review grant applications and recommend which projects should receive funding. Grant reviewers, typically people with academic, non-profit, and\/or on the ground agriculture-related experience, help to ensure that the projects funded advance the goals of the program. <\/p>\n\n\n\n<p>If you are interested in being part of this process and bringing your sustainable agriculture knowledge to the reviewers\u2019 table, please consider volunteering for a RFSP program peer review panel.
