As part of the announcement USDA is supplementing the programs\u2019 farm bill funding with a total of $130 million in American Rescue Plan (ARP) Act funding over the next two grant cycles. The supplemental funding is aimed at expanding the program&#8217;s support for farm to institution marketing opportunities, such as universities, hospitals, and settings operated by local, tribal, and state governments.\u00a0<\/p>\n\n\n\n<p><strong>The deadline to apply for the FMLFPP and RFSP program is Monday, May 16, 2022, at 11:59 p.m. Eastern Time via\u00a0 <\/strong><a href=\"https:\/\/gcc02.safelinks.protection.outlook.com\/?url=http%3A%2F%2Fwww.grants.gov%2F&amp;data=04%7C01%7C%7C0244c52723594492bd5e08d9fafdc682%7Ced5b36e701ee4ebc867ee03cfa0d4697%7C0%7C0%7C637816790127583260%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000&amp;sdata=vv0UKCUJxbqWaSQuTTsKrMMGksbIhfj6MiyiD9OiTq0%3D&amp;reserved=0\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>www.grants.gov<\/strong><\/a><strong>.<\/strong><\/p>\n\n\n\n<p>The FMLFPP and RFSP programs are both part of the larger umbrella program, the <a href=\"https:\/\/sustainableagriculture.net\/blog\/2018-farm-bill-local-agriculture-market-program\/\" target=\"_blank\" rel=\"noreferrer noopener\">Local Agriculture Market Program<\/a> (LAMP), which was established in the 2018 Farm Bill to streamline and provide permanent baseline funding status for existing efforts to build and expand local and regional food and agriculture markets.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>2022 Grant Cycle&nbsp;<\/strong><\/h2>\n\n\n\n<p>FMLFPP and RFSP are both administered by USDA\u2019s Agricultural Marketing Service (AMA). For the current grant cycle that opened on March 1, a total of $97 million in competitive grant funding is available through the FMLFPP and RFSP programs to help local and regional food entities develop, coordinate, and expand producer-to-consumer marketing, local and regional food markets, and local food enterprises.&nbsp;<\/p>\n\n\n\n<p>FMLFPP is administered as two subprograms \u2013 the <a href=\"https:\/\/www.ams.usda.gov\/sites\/default\/files\/media\/2022FMPPRFA.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Farmers Market Promotion Program<\/a> (FMPP) and the <a href=\"https:\/\/www.ams.usda.gov\/sites\/default\/files\/media\/2022LFPPRFA.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Local Food Promotion Program<\/a> (LFPP) \u2013 with a separate Request for Applications (RFA) for each subprogram. RFSP has its own separate RFA that can be found <a href=\"https:\/\/www.ams.usda.gov\/sites\/default\/files\/media\/2022_RFSP_RFA.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">here<\/a>.\u00a0<\/p>\n\n\n\n<p>The ARP funding that supplements the farm bill funding is targeted toward expanding support for farm to institution marketing opportunities and is only available through LFPP and RFSP but not FMPP.&nbsp;<\/p>\n\n\n\n<p>The following table created by AMS illustrates how the supplemental funding is allocated relative to existing farm bill funding. In addition to the ARP funding and farm bill funding, FMPP and LFPP will likely receive additional funding once the <a href=\"https:\/\/sustainableagriculture.net\/blog\/release-congressional-fy-2022-omnibus-appropriations-bill-totals-1-5-trillion\/\" target=\"_blank\" rel=\"noreferrer noopener\">FY22 consolidated appropriations act is enacted<\/a>, which includes an additional $7.4 million for FMLFPP.\u00a0<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table><tbody><tr><td><strong>Funding Type<\/strong><\/td><td><strong>FMPP<\/strong><\/td><td><strong>LFPP<\/strong><\/td><td><strong>RFSP<\/strong><\/td><td><strong>Total<\/strong><\/td><\/tr><tr><td><strong>Farm Bill<\/strong><\/td><td><strong>$13.5M<\/strong><\/td><td><strong>$13.5M<\/strong><\/td><td><strong>$5M<\/strong><\/td><td><strong>$32M<\/strong><\/td><\/tr><tr><td><strong>ARP<\/strong><\/td><td><strong>&#8212;<\/strong><\/td><td><strong>$30M<\/strong><\/td><td><strong>$35M<\/strong><\/td><td><strong>$65M<\/strong><\/td><\/tr><tr><td><strong>Total<\/strong><\/td><td><strong>$13.5M<\/strong><\/td><td><strong>$43.5M<\/strong><\/td><td><strong>$40M<\/strong><\/td><td><strong>$97M<\/strong><\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Notable Changes to RFAs and 2022 Process<\/strong><\/h2>\n\n\n\n<h3 class=\"wp-block-heading\"><em><strong>Overall Application Process<\/strong><\/em><\/h3>\n\n\n\n<p>As part of larger efforts to streamline federal grant making processes, the 2022 FMLFPP and RFSP program cycle includes an important and noteworthy change. Before applying, applicants must obtain a Unique Entity Identifier (UEI) number and be registered and maintain registration in the federal System for Awards Management (SAM). Previously, an applicant had to obtain a Dun and Bradstreet Data Universal Numbering System (DUNS) number and separately maintain a SAM registration.&nbsp;<\/p>\n\n\n\n<p>The UEI is assigned by SAM as part of the registration process and replaces the DUNS number. To register with SAM and receive a UEI, go to <a href=\"https:\/\/www.sam.gov\/ SAM\/\" target=\"_blank\" rel=\"noreferrer noopener\">https:\/\/www.sam.gov\/ SAM\/<\/a>.\u00a0<\/p>\n\n\n\n<p>The process is fairly straightforward, but it can take 2 to 5 weeks before a new SAM registration is active and valid. This means that 25% of the total grant funding must be matched with other resources. The requirements had been reduced to 10% for a portion of the funding in the previous grant cycle as part of pandemic response and recovery efforts.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><em><strong>LFPP &#8211; New Project Type<\/strong><\/em><\/h3>\n\n\n\n<p>Normally there are two available project types for LFPP grants, \u201cplanning projects\u201d and \u201cimplementation projects.\u201d As part of supplementing the program with ARP funds, AMS has a new project type through this funding opportunity: Farm to Institution.&nbsp;<\/p>\n\n\n\n<p>Farm to Institution projects support the development, coordination, and expansion of institutional markets or institutional food service operations, such as pre-K through grade 12 schools, college, university, hospital, local government, tribal, and state cafeterias or meal programs, through local and regional producers and local and regional food enterprises that engage as intermediaries.
