{"id":57984,"date":"2023-11-08T14:37:34","date_gmt":"2023-11-08T19:37:34","guid":{"rendered":"https:\/\/sustainableagriculture.net\/?p=57984"},"modified":"2023-11-08T14:37:36","modified_gmt":"2023-11-08T19:37:36","slug":"release-nsac-celebrates-final-rule-promoting-transparency-for-contract-poultry-growers","status":"publish","type":"post","link":"https:\/\/sustainableagriculture.net\/blog\/release-nsac-celebrates-final-rule-promoting-transparency-for-contract-poultry-growers\/","title":{"rendered":"Release: NSAC Celebrates Final Rule Promoting Transparency for Contract Poultry Growers"},"content":{"rendered":"\n<p>FOR IMMEDIATE RELEASE<\/p>\n\n\n\n<p>Contact: Laura Zaks<\/p>\n\n\n\n<p>National Sustainable Agriculture Coalition<\/p>\n\n\n\n<p>lzaks@sustainableagriculture.net&nbsp;<\/p>\n\n\n\n<p>Tel. 347.563.6408<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Release: NSAC Celebrates Final Rule Promoting Transparency for Contract Poultry Growers<\/strong><\/h3>\n\n\n\n<p><em>Washington, DC, November 8, 2023<\/em> \u2013 Today, the National Sustainable Agriculture Coalition (NSAC) celebrated Secretary of Agriculture Tom Vilsack for publishing the first of several expected final rules to modernize the century-old Packers and Stockyards Act: \u201cTransparency in Poultry Growing Contracts and Tournaments.\u201d The rulemaking process was set in motion as part of the Biden Administration&#8217;s <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2021\/07\/09\/fact-sheet-executive-order-on-promoting-competition-in-the-american-economy\/\">Executive Order on Promoting Competition in the American Economy<\/a> in 2021.&nbsp;&nbsp;<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em>\u201cThis final rule is an important first step that will shed light on the opaque and unfair poultry tournament system to protect contract poultry growers,\u201d<\/em> said <strong>Billy Hackett, NSAC Policy Specialist<\/strong>. <em>\u201cTransparency is necessary in any supply chain as a bulwark against anticompetitive or harmful manipulation and abuse of workers \u2013 in this case, growers.\u201d&nbsp;<\/em><\/p>\n<\/blockquote>\n\n\n\n<p>The <a href=\"https:\/\/sustainableagriculture.net\/blog\/release-nsac-applauds-proposed-rule-to-reform-poultry-tournament-payment-system\/\">rule was first proposed in June 2022<\/a>, followed by the customary public comment process. NSAC <a href=\"https:\/\/sustainableagriculture.net\/wp-content\/uploads\/2023\/11\/NSAC-PSA-Transparency-Proposed-Rule-Comment-2022-2.pdf\">submitted a comment<\/a> uplifting recommendations from the <a href=\"https:\/\/contractagreform.org\">Campaign for Contract Agriculture Reform<\/a> to strengthen the rule\u2019s intended impact.<\/p>\n\n\n\n<p>The Transparency in Poultry Growing Contracts and Tournaments Final Rule will require live poultry dealers to disclose critical information to poultry growers with whom they enter into contracts. These measures will be an important deterrent against anticompetitive practices in a highly consolidated industry, where poultry companies act as \u201cintegrators\u201d that control the supply and quality of inputs (e.g., the quality of feed and chicks) and are known to manipulate these variables to <a href=\"https:\/\/www.propublica.org\/article\/how-a-top-chicken-company-cut-off-black-farmers-one-by-one\">punish growers who have spoken out against industry abuses<\/a>. The final rule will take effect in February 2024.<\/p>\n\n\n\n<p>Today, Secretary Vilsack also announced his intention to appoint a Chief Competition Officer at USDA to reinforce policy development and enforcement to advance fair competition.
