These expenditures can include intangible business infrastructure for crop records, payroll, and regulatory compliance, investments to increase soil fertility, and more.&nbsp;<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201c<em>The Capital for Beginning Farmers and Ranchers Act proposes an innovative, balanced, pilot loan program that will serve a real need to uplift the next generation of farmers, who often struggle to finance start-up costs and repay loans within the first year of operation<\/em>,&#8221; said <strong>Billy Hackett, Policy Specialist, <\/strong>adding that: \u201c<em>The development loans feature flexible, multi-year repayment terms as well as reduced collateral and interest rates with the intent to overcome barriers for new farmers posed by traditional annual operating loans<\/em>.\u201d<\/p>\n<\/blockquote>\n\n\n\n<p>Specifically, the terms of the Beginning Farmer and Rancher Development Loan Pilot Program authorized in the Act would include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Direct and guaranteed FSA loans with a repayment term between 3 and 10 years;<\/li>\n\n\n\n<li>A loan limit of $100,000 for both direct and guaranteed development loans;<\/li>\n\n\n\n<li>Reduced collateral requirements of not greater than 100% loan-to-value;<\/li>\n\n\n\n<li>Reduced interest rate between zero and 3%, as determined by the Secretary;\u00a0<\/li>\n\n\n\n<li>Flexible principal repayment as determined by FSA, but not less than 1% of the remaining balance annually;<\/li>\n\n\n\n<li>Robust technical assistance for development loan borrowers; and<\/li>\n\n\n\n<li>Evaluation and reporting that measure pilot program success.<\/li>\n<\/ul>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em>\u201cIf successful, the pilot might even pave the way for lenders, including USDA, to enter into more reciprocal lending arrangements with borrowers, investing in the long-term health of their farm businesses,<\/em>\u201d continued <strong>Hackett<\/strong>.&nbsp;<\/p>\n<\/blockquote>\n\n\n\n<p>For more information, see the bill <a href=\"https:\/\/sustainableagriculture.net\/wp-content\/uploads\/2024\/06\/Capital-for-Beginning-Farmers-and-Ranchers-One-Pager.pdf\">one-pager<\/a> and <a href=\"https:\/\/strickland.house.gov\/sites\/evo-subsites\/strickland.house.gov\/files\/evo-media-document\/Beginning%20Farmers%20and%20Rachers.pdf\">bill text<\/a>.&nbsp;<\/p>\n\n\n\n<p class=\"has-text-align-center\">###<\/p>\n\n\n\n<p class=\"has-text-align-center\">The National Sustainable Agriculture Coalition is a grassroots alliance that advocates for federal policy reform supporting the long-term social, economic, and environmental sustainability of agriculture, natural resources, and rural communities.
