{"id":59710,"date":"2025-01-14T15:34:48","date_gmt":"2025-01-14T20:34:48","guid":{"rendered":"https:\/\/sustainableagriculture.net\/?p=59710"},"modified":"2025-01-14T15:49:34","modified_gmt":"2025-01-14T20:49:34","slug":"release-nsac-applauds-final-rule-to-bring-fairness-to-poultry-tournament-system","status":"publish","type":"post","link":"https:\/\/sustainableagriculture.net\/blog\/release-nsac-applauds-final-rule-to-bring-fairness-to-poultry-tournament-system\/","title":{"rendered":"Release: NSAC Applauds Final Rule to Bring Fairness to Poultry Tournament System"},"content":{"rendered":"\n<p>FOR IMMEDIATE RELEASE<\/p>\n\n\n\n<p>Contact: Laura Zaks<\/p>\n\n\n\n<p>National Sustainable Agriculture Coalition<\/p>\n\n\n\n<p>lzaks@sustainableagriculture.net&nbsp;<\/p>\n\n\n\n<p>Tel. 347.563.6408<\/p>\n\n\n\n<p class=\"has-text-align-center\"><strong>Release: NSAC Applauds Final Rule to Bring Fairness to Poultry Tournament System<\/strong><\/p>\n\n\n\n<p><em>Washington, DC, January 14, 2025<\/em> \u2013 The National Sustainable Agriculture Coalition (NSAC) applauded Secretary of Agriculture Tom Vilsack for today\u2019s announcement of a new final rule under the Packers and Stockyards Act: <a href=\"https:\/\/www.ams.usda.gov\/rules-regulations\/poultry-grower-payment-systems-and-capital-improvement-systems?utm_medium=email&amp;utm_source=govdelivery\">Poultry Grower Payment Systems and Capital Improvement Systems<\/a>.&nbsp;<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em>\u201cThe latest rule is a long-anticipated and necessary step toward completion of a congressional directive from the 2008 Farm Bill to strengthen the century-old Packers and Stockyards Act,\u201d <\/em>said <strong>Billy Hackett, NSAC Policy Specialist<\/strong>. <em>\u201cThe rule introduces guardrails and transparency to an otherwise opaque payment system that is commonly manipulated to unfairly benefit individual growers and punish others.\u201d\u00a0\u00a0<\/em><\/p>\n<\/blockquote>\n\n\n\n<p>Specifically, the measures announced in the final rule:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>require poultry companies to provide contract broiler growers with a clear base pay rate in their contracts and prohibit any deductions from the base price, while allowing\u00a0 performance bonuses to be paid above the base price;<\/li>\n\n\n\n<li>limit variability in grower payments to provide more financial certainty and stability;\u00a0<\/li>\n\n\n\n<li>ensure poultry companies comply with a \u201cduty of fair comparison\u201d to ensure that when growers receive different payment rates based on performance, those comparisons take into account factors including the quality of inputs provided by the company; and<\/li>\n\n\n\n<li>require disclosures to growers regarding the financial risks and rewards of making expensive capital improvements to their poultry operations.\u00a0\u00a0<\/li>\n<\/ul>\n\n\n\n<p>The final rule incorporated feedback from public comments submitted by stakeholders, including both industry and advocacy groups, in response to a <a href=\"https:\/\/sustainableagriculture.net\/blog\/release-nsac-applauds-proposed-rule-to-reform-poultry-tournament-payment-system\/\">notice of proposed rulemaking published in June 2022<\/a>.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em>\u201cNSAC looks forward to working with the incoming Administration to continue development and implementation of rules to protect fair trade, financial integrity, and competitive markets for meat and poultry, per the intent of the Packers and Stockyards Act,\u201d <\/em>concluded <strong>Hackett<\/strong>.<\/p>\n<\/blockquote>\n\n\n\n<p class=\"has-text-align-center\"><em>####&nbsp;<\/em><\/p>\n\n\n\n<p class=\"has-text-align-center\"><em>About the National Sustainable Agriculture Coalition (NSAC)<\/em><em>The National Sustainable Agriculture Coalition is a grassroots alliance that advocates for federal policy reform supporting the long-term social, economic, and environmental sustainability of agriculture, natural resources, and rural communities.
