These communities have not historically benefitted from vital U.S. Department of Agriculture (USDA) safety net programs to the same extent as other farmers \u2013 often due to insufficient or inadequate outreach and assistance efforts. This disparity disadvantages farmers of color and military veterans in both the national and global economy, and stifles the growth and prosperity of rural communities.<\/p>\n<p>For nearly three decades, the Outreach and Assistance for Socially Disadvantaged and Veteran Farmers and Ranchers Program (also known as the Section 2501 Program, after its original Farm Bill section number) has served as the only farm bill program dedicated to addressing the needs of minority farmers. The program was expanded in the 2014 Farm Bill to also serve military veterans. Section 2501 is administered by USDA\u2019s Office of Partnerships and Public Engagement (OPPE).<\/p>\n<p>Since 1990, the Section 2501 Program has targeted funding to support farmers who are considered \u201csocially disadvantaged\u201d by USDA\u2019s\u00a0<a href=\"https:\/\/sustainableagriculture.net\/publications\/grassrootsguide\/glossary\/\">definition<\/a>. These include African American, American Indian, Asian American, and Latino farmers and ranchers. The 2014 Farm Bill expanded the program to also serve returning military veterans engaged in agriculture.<\/p>\n<p>Farmers of color have been historically underrepresented in many USDA programs for several reasons, including historic discrimination, limited resources, and inadequate outreach to these communities. As a result, many farmers of color are not aware of USDA programs or where to go to access federal assistance. Even if they are familiar with federal programs, underserved producers often find that those programs are not geared to their needs. Some may also find it difficult to complete program applications, or experience language, institutional, and other cultural barriers.<\/p>\n<p>The purpose of the 2501 program is to assure that farmers of color and military veterans have opportunities to successfully acquire, own, operate, and retain farms and equitably participate in all USDA programs. The program supports a range of outreach and assistance activities, including farm management, financial management, marketing, and application and bidding procedures.<\/p>\n<p>Grant projects are required to address the following program priorities:<\/p>\n<ul>\n<li>Assist socially disadvantaged or veteran farmers and ranchers in owning and operating successful farms and ranches.<\/li>\n<li>Improve participation among socially disadvantaged or veteran farmers and ranchers in USDA programs.<\/li>\n<li>Build relationships between current and prospective socially disadvantaged or veteran farmers and ranchers and USDA\u2019s local, state, regional and national offices.<\/li>\n<li>Introduce agriculture-related information to socially disadvantaged or veteran farmers and ranchers through innovative outreach and technical assistance techniques.<\/li>\n<li>Introduce agricultural education targeting socially disadvantaged youth and beginning farmers and ranchers, in rural and persistent poverty communities<\/li>\n<\/ul>\n<p>The maximum amount that organizations can apply for is $250,000 per year for a 3-year grant project. There is no match required for applications, and only one project proposal may be submitted per organization.<\/p>\n<p>Applicants are also encouraged to coordinate with existing regional projects to complement pertinent and relevant cross-regional activities. USDA is required to ensure geographical diversity in grant funding.<\/p>\n<h3><span style=\"font-weight: 800;\"><a id=\"eligible\"><\/a>Eligibility<\/span><\/h3>\n<p>The 2501 program provides grants to organizations that develop outreach programs and provide technical assistance to underserved farmers. Organizations that are eligible to apply for grant funding include:<\/p>\n<ul>\n<li>Community-based organizations, networks and coalitions<\/li>\n<li>Land Grant Institutions (1890, 1994, 1862)<\/li>\n<li>Indian Tribal Community Colleges<\/li>\n<li>Alaska Native Cooperative Colleges<\/li>\n<li>Hispanic Serving Institutions<\/li>\n<li>Tribal Governments and Organizations<\/li>\n<li>Other Institutions of Higher Education<\/li>\n<\/ul>\n<p>Organizations must have demonstrated expertise in working with underserved, socially disadvantaged and\/or veteran farmer communities, and priority will be given to nongovernmental, community-based organizations serving these communities.<\/p>\n<h3><span style=\"font-weight: 800;\"><a id=\"action\"><\/a>The Program in Action<\/span><\/h3>\n<p>Over the past three decades, the Section 2501 Program has invested millions of dollars of federal funding to develop and strengthen innovative outreach and technical assistance programs and other resources targeted at historically underserved producers.<\/p>\n<p>Since 2003, over $124 million in grant funding has been invested into 551 projects serving rural and urban communities across 43 states and the U.S. territories. In the past few years alone, the program has served more than 100,000 rural constituents, making it an invaluable resource for communities of color and veterans across the nation.<\/p>\n<p>Examples of successful 2501 grant projects include:<\/p>\n<ul>\n<li>In Oregon,<strong> <a href=\"http:\/\/www.adelantemujeres.org\/\">Adelante Mujeres<\/a><\/strong>, established a coalition of four community-based organizations to deliver individualized, practical technical assistance to Latino farmers across the state. The coalition helped Latino farmers access land, develop markets, strengthen relationships with USDA\u2019s local, state, regional, and national offices, and encouraged scale-specific and culturally-appropriate programs and resources.<\/li>\n<li>In California, 2501 funding helped the<strong><a href=\"http:\/\/www.albafarmers.org\/\">Agriculture and Land-Based Training Association<\/a><\/strong> lead training programs to enhance business management skills needed to assist former migrant farm workers in becoming prosperous farm owners in the Central Valley.<\/li>\n<\/ul>\n<ul>\n<li>In New Mexico, 2501 funding allowed the <strong><a href=\"https:\/\/lasacequias.org\/\">New Mexico Acequia Association<\/a><\/strong> to improve the sustainability and economic viability of small-scale agriculture among Hispanic ranchers who are part of historic\u00a0<em>acequias<\/em>\u00a0(community irrigation systems) that support the livelihoods of thousands of farmers in the southwest region.<\/li>\n<\/ul>\n<ul>\n<li>In Minnesota, the <strong><a href=\"http:\/\/www.mnfoodassociation.org\/\">Minnesota Food Association<\/a><\/strong>, a trade organization, used Section 2501 funds to provide outreach, technical assistance, and training to Somali, Hmong, and Burmese farmers in rural Minnesota and Western Wisconsin on topics such as food safety, direct marketing, and organic practices.<\/li>\n<\/ul>\n<ul>\n<li>In Georgia, <a href=\"http:\/\/www.swgaproject.com\/\"><strong>The<\/strong> <strong>Southwest Georgia Project<\/strong><\/a> established a Farm Viability Project, which targeted support to African American farmers in order to increase farm income and enhance quality of life in farm families and distressed rural communities across the South.<\/li>\n<\/ul>\n<ul>\n<li>In Massachusetts, <strong><a href=\"http:\/\/www.worldfarmers.org\/\">World Farmers<\/a><\/strong>, used funds to assist immigrants, and refugees develop commercial farming opportunities using a farm incubator site for business and production training.<\/li>\n<\/ul>\n<p>Read more about recent 2501 awardees on NSAC\u2019s blog:<\/p>\n<ul>\n<li><a href=\"https:\/\/sustainableagriculture.net\/blog\/section-2501-fy2018-awards\/\">FY 2018 2501 Awards<\/a><\/li>\n<li><a href=\"https:\/\/sustainableagriculture.net\/blog\/fy2017-2501-grants\/\">FY 2017 2501 Awards<\/a><\/li>\n<li><a href=\"https:\/\/sustainableagriculture.net\/blog\/2501-fy16-awards\/\">FY 2016 2501 Awards<\/a><\/li>\n<li><a href=\"https:\/\/sustainableagriculture.net\/blog\/fy15-2501-awards\/\">FY 2015 2501 Awards<\/a><\/li>\n<\/ul>\n<h3><span style=\"font-weight: 800;\"><a id=\"apply\"><\/a>How to Apply and Program Resources<\/span><\/h3>\n<ul>\n<li>A Funding Opportunity Announcement (FOA) is published in the <a href=\"https:\/\/www.federalregister.gov\/\">Federal Register<\/a> for each fiscal year that funding is available, typically in the spring. The 2002 Farm Bill increased the authorization to $25 million per year, but the program never received a congressional appropriation of more than $6 million in any year.<\/p>\n<p>Despite the program\u2019s early success, program funding had historically been insufficient to reach counties throughout the U.S. where outreach was needed the most. The 2008 Farm Bill addressed this by providing for the first time, mandatory funding, and drastically scaling up funding to roughly $20 million per year. No funding was awarded in 2013, however, due to the delay in reauthorizing the farm bill. When the 2014 Farm Bill was finally signed into law, annual program funding for 2501 was cut in half \u2013 from $20 million to $10 million per year.<\/p>\n<p>Unfortunately, this significant cut in funding also accompanied a significant program expansion \u2013 to serve the influx of returning military veterans interested in pursuing a career in farming. This underinvestment in the Section 2501 Program ultimately shortchanged our nation\u2019s most vulnerable and chronically underserved farmers, and slowed the pace of bringing much-needed new farmers into the industry.<\/p>\n<p>Thankfully, the 2018 Farm Bill restored and provided long-sought permanent funding for 2501. The 2018 Farm Bill also created the <a href=\"https:\/\/sustainableagriculture.net\/blog\/closer-look-foto-2018-farmbill\/\">Farming Opportunities Training and Outreach<\/a> (FOTO) program by merging the 2501 Program with the <a href=\"https:\/\/sustainableagriculture.net\/publications\/grassrootsguide\/farming-opportunities\/beginning-farmer-development-program\/\">Beginning Farmer and Rancher Development Program<\/a>. FOTO will serve as a new umbrella program, and is designed to coordinate USDA training and outreach to beginning, veteran, and socially disadvantaged farmers.<\/p>\n<p>The new farm bill also made several changes to the underlying 2501 Program that increase the program\u2019s transparency, accountability and responsiveness to stakeholders.
